Precept for 2010-2011
We have to set our budget in good time for each financial year starting in April, as the figures have to be submitted to Chichester District Council in time for them to include them with all the other elements which go to make up your Council Tax.  Our element is tiny compared to those other parts at about 3%, but we only provide a tiny part of your services.  Last year, as you will recall, we increased the precept by 133%, as a result of the costs we had incurred and still expected to incur in connection with the Terwick Woodland dispute.  These had completely consumed our previously substantial reserves and we even had to get an advance on the 2009/10 precept from Chichester District Council to tide us over.  At the time I said that it was our intention to return the precept to the level of previous years once we had got our finances in order.

I am pleased to report that we have reduced our budget from £38,500 last year to £16,350, and the precept itself will be only £14,850, because we have a VAT refund due in 2010 coming from the VAT paid on the play area in 2009.  This is also less than the precept of £16,500 in 2008/09.  We have been able to restore our cash reserves to 2008/09 levels and put aside provisions for future election costs and capital expenditure.  This major swing has happened partly because anticipated legal expenses did not occur and we recovered a much larger amount from our insurance for our Terwick Woodland expenses than we had expected.  During the current year we have been able to make a larger contribution than planned to the Youth Club (which we propose to repeat next year) and we have in hand improvements to the play facilities on Hugo Platt before the end of this financial year.  

I cannot forecast what your Council Tax bill is going to be for the forthcoming year, but I estimate that the reduction in the parish precept should be enough to balance out the increase on the other elements.  It will also put our parish precept back in the bottom 10% in the district.  While this is good for your pocket, it is not necessarily entirely desirable since the parish council should provide value for money rather than just cheapness.

The big freeze may have gone but the memories linger on.  We are looking at the possible location of grit bins throughout the parish, but don’t hold your breath, the County Council will only fill two per parish and as we have at least 20 miles of road in the parish, they are going to be few and far between.

The Parish Clerk and their role within the Parish Council

The Clerk is employed by the Council, under section 112 (1) of the Local Government Act 1972, to provide administrative support for the council's activities. Any other staff, although employed by the council, answer to the Clerk who is their manager and is responsible for their performance.

The Clerk’s primary responsibility is to advise the Council on whether its decisions are lawful and to recommend ways in which decisions can be implemented. To help with this, the Clerk can be asked to research topics of concern to the Council and provide unbiased information to help the Council in making appropriate choices.

The Clerk has a wide range of other responsibilities which are set out in his/her job description. The Clerk must recognise that the Council is responsible for all decisions and that he/she takes instructions from the Council as a body. The Clerk is not answerable to any individual Councillor  - not even the Chairman.

The Council must be confident that the Clerk is, at all times, independent, objective and professional.

'Proper Officer' is a title used in statute. It refers to the appropriate officer for the relevant function. In town and parish councils, the Proper Officer is normally the Clerk. In financial matters, the Proper Officer is known as the Responsible Financial Officer.

The Chichester Area:

An electoral review of Chichester was started by the Local Government Commission for England (LGCE) on 10 July 2001, following the transfer of the LGCE's functions to The Electoral Commission on 1 April 2002, the review was completed by The Boundary Committee for England (BCFE).

The Order implementing The Electoral Commission's decision on the final recommendations of this review has been made and can be viewed on Her Majesty's Stationery Office's website. The Implementation Team section of the Commission's website explains how the Commission's decisions on The Boundary Committee for England's final recommendations are made into Orders. The current boundaries of the electoral wards and divisions can be viewed on Ordnance Survey's election maps website. Parish warding is not shown on the election maps website. It can be seen on the mapping from the Committee's final recommendations below; any modifications are listed in the Explanatory Note at the back of the Order. Final report (PDF) was published on 09 July 2002.

FINANCE COMMITTEE MEETING
held in Rogate Village Hall Pavilion on Monday 7th December 2009. 
Those present: Finance Committee Chairman: Peter Moss assisted by Cllrs. Katrina Baker & Pauline Berrisford-Hill.

3).  Confirmation & signing of the Minutes of the previous Parish Council Finance Committee Meeting; These were agreed by those Councillors present and signed by the Chairman. 
4).  Expenditure to date report; 
The Committee members read through and approved the expenditure to date information supplied by the Clerk. 
5).  Approval of next years Precept;
The Precept was discussed and agreed by the committee for submission to the full council at the next meeting on 11th January 2010. 
6).  Any Other Business; 
There was no other business to discuss at that time the meeting was brought to a close.
